The preliminary topic for the Second Non-Prolific Tourney

Yeah, I'm tired of just waiting around for everyone else to make it. So let's get it on.
Obviously there are a lot of non-prolifics. Like, a lot. As many non-prolifics as FAQs that Sh-
Nevermind. Getting Chad syndrome here.
As such, it would be really hard to get every single one of them in, and as such, I'm gonna borrow the older method of doing this: nominations.
You can nominate up to five people. You cannot nominate yourself, nor can you nominate the top 64 prolific writers (as they are in Dev's tournament; however, you can nominate the other prolifics). We're not gonna just pick a good guide and use that; the author's entire library has to be used in voting.
Which brings me to the next point. The rules are essentially the same as Devin's tournament (and I'll outline them on the bracket website, when a bracket is decided upon). Der reglas (as they say in Russian):
1.) No vote stuffing or double voting. Don't go around begging people to vote for you/your nominee, and don't vote with multiple accounts. Or else (dun dun dun).
2.) No voting for yourself. Come on, guys. Now, if you think that your opponent is better than you, and you have the guts to express that, you can certainly vote against yourself.
3.) In order to vote, you have to have a CRP. It would be nice if what is on the CRP is more substantial than just a code or a review. It gives more validity to your votes.
4.) Reasons. Honestly, I've found that, when reasons are required, I tend to say something like "I like this author's format/content better." It really gets redundant. Therefore, votes are not required. However, when we did the first non-prolific tourney -- and even those times that I got put in as a wild card in the prolific ones -- I discovered that the reasons for my opponent/against me helped me to improve my writing a lot. So constructive criticism is definitely encouraged. It helps.
5.) Just to be a *****, I reserve the right to nullify any votes that disagree with the way I vote. Actually, this goes along with rule number one, but if anyone looks kinda out of place (i.e. I have never seen them before, ever), and if it creates sufficient suspicion, I can nullify. But that won't happen until my crack panel of judges (i.e. my neighbor and this piece of pocket lent) look over it. Actually, as far as that goes, Matt, Brian, and Devin, if you guys are up to it...
6.) I'll try to be on time with these matches. I'ma try to have them up at around 5 PM EST, just to make sure that I have time to do this. If I'm late, however, you can still vote in the previous match until I post the new one.
7.) Please please please look at an author's work before voting for/against them. Try to be fair.
8.) Try to keep the names of the contributors the same in your vote as they are in the bracket. That makes it easier for me to figure out who you're voting for. If you refer to SsJgOHANXXXI239_ROX_DBZPKMNLOVEBABY4EVA2009 as "Chris," I'll have no clue who you're talking about. So I'll just ignore your vote.
Because I'm lazy.
And because I hate names like his pseudonym.
9.) This last one, I remember how it came about and the decision to ban it. What ends up happening, if this isn't regulated, is that some genius will decide to post a vote tally in the topic. That might seem harmless, but seeing a vote tally might predispose some voters to one writer or another. So no vote tallying in the topic. Do it in your head for all I care.

Man, all this bolding has made me feel self-righteous.
As far as the number of people go, I'd *like* 64, but I dunno if that can happen with nominations. If we can't get 64, we'll go with 32, and I'll just pick the 32 who got the most nominations.

I just wanna step in and say right away:
IF anyone nominates me, I know the first reason why, and that's because of all the maps I make. While it's nice to be nominated for that, I'd rather you all focus not as much (but some of course) on my maps and more on what I've written.
This will probably be the same rule I have when I hit prolific.

No no, you are considered prolific. It's just that Devin's tournament,
for ease of organization, only uses the top 64. If I only used
non-prolifics, the people below #64 on the prolific list (but who were
still on the list) wouldn't have a tournament, which is why this is
extended to them as well; however, since they're obviously in a
minority, it's named after the NPs.

No, their role is strictly limited to verifying a suspicion as to
whether or not there's some vote fraud going on (i.e. double voting).
They won't even do anything if there's never any suspicion (and
hopefully there won't be).

However, if the count exceeds 64, the top writers will get in (and if having people who got more than one nomination brings us lower than 64, I'll figure something out. Also, if we get 62 nominations or so, instead of bringing it down to 32, I'll just pick two more writers. Or ask someone else to)

If we don't get nearly as many writers as we need, we've got two alternatives:
1.) I can fill in the remaining slots with the bottom prolifics/top non-prolifics, even if they didn't get nominated.
2.) I can assign a number to each writer who only got one vote. I'll write a quick program to pick x random numbers (where x is y - 32, where y is the total number of writers), and whoever's numbers are drawn are out (alternatively, I could assign the numbers, show them to a confidant for honesty, and then have you guys pick the numbers. Either way)

I'll write a quick program to pick x random numbers (where x is y - 32, where y is the total number of writers), and whoever's numbers are drawn are out (alternatively, I could assign the numbers, show them to a confidant for honesty, and then have you guys pick the numbers. Either way)
